Flat Lager

Hey,
I bottled a pilsner about 4 weeks ago. It has been in cold (32-37F) for that time. Tested it yesterday, FLAT!!!
I did not let it sit at fermentation temp for a week after bottling.
Should I have done this?
I took the beer out of the fridge into an area that is 60-68 F. I shook the bottles a little to mix up the yeast.
Any help?

Looks like you did a good job of identifying the problem. You kept it too cold for the yeast to work on the priming sugar. Leave it at room temperature for about 10 days and your carbonation should be fine.
