BrewBum mentioned (obliquely) hop union. Same thing. It's not that they don't sell to home brewers because they don't like them. Selling retail costs money in overhead that wholesale doesn't. For the small amounts that home brewers would buy, it's apparently not worth the overhead and aggrevation. (retail means sales tax, too)
