When someone refers to their water hardness as having such and such ppm, what is this a measurement of?

Is it ppm of Sulfate? or Calcium?

(I was watching an interview with John Kimmich and he was explaining how with his IPA's he had pushed them past the 300 ppm hardness "limit" without ill effects..)

Hardness is a measure of divalent cations in water. The predominant hardness cations in drinking water are calcium and magnesium.

Sit down a while and read the Water Knowledge page of the Bru'n Water site. It will help illustrate brewing water chemistry for you.
