I know they probably wouldn't work work but someone please explain why this pump

They won't work for recirculating wort because they are neither food grade nor rated for the temperature. However, they would be fine for recirculating ice water through the chiller (I used to use a drill pump like your second link to do just that).

that is a great idea, i have been watching craigslist for free/cheap sump pumps.

Yeah, I use one of these for pushing coolant water around. Half the price of a march pump, and for bonus I used it to clean up after a flash flood nearly inundated my house.
