My cheap solution was to get an ancient triple beam scale from ebay for $30 that will do just over 2# in .1g increments. Mostly I use it for hops, but when I get a new type of grain I will weigh out a lb or two and see how much volume it takes. Then when I brew I use volumetric measurements (my 2L measuring cup) to put the recipes together. Anything under a full lb I still do on the scale.
IIRC every type of base barley I've had has been .75L per lb. Wheat malt is generally .65L per lb.
